DNA Unveils NorCal Rapist Suspect – Hiding In Plain Sight

Authorities in Sacramento Friday announced another stunning revelation in their effort to solve high profile cold cases – this time naming a 58-year-old UC Berkeley employee as their chief suspect in the so-called NorCal Rapist case.

It was Roy Charles Waller, 58, a married man living in Benicia and working as a safety specialist in the UC Berkeley Office of Environment, Health and Safety for the last 25 years, officials said, who terrorized victims from Martinez to Chico over a 15-year period beginning in 1991.

Sacramento District Attorney Anne Marie Schubert and  Sacramento Police Chief Daniel Hahn made the announcing during a morning press conference.

As in the case of East Area Rapist suspect Joseph James DeAngelo, Waller was pinpointed using DNA evidence and photos, according to investigators, with a match made through a “genetic genealogy” website called GED match – the same site used to find DeAngelo. The match came to light within the past 10 days, officials said.

Police said the rapist attacked at least 10 women through 2006,  starting in Rohnert Park in 1991 and carrying out additional attacks in Davis, Chico, Woodland and Sacramento.

He is believed responsible for an attack in Martinez on October 31, 1996.

In one instance, they said, the rapist posed as a trick-or-treater to get into the home of a victim, telephoning her after the assault to apologize for his actions.

Waller is scheduled to be arraigned Monday in Sacramento Superior Court. He is being held on 12 counts of forcible sexual assault with enhancements. He is alleged to have used a gun during the rapes and faces a life term in prison if convicted.

  1. “Working as a safety specialist for the last 25 years.” Well… if I had any weight to lose, this would do it.

  2. How incredibly creepy with these guys carrying on all this time knowing what they did — and looking at people and smiling while thinking who knows what? “Posing as a trick or treater” — how sick is that?

  3. I’ll just go ahead and presume thats his driver’s license pic. I don’t think the booking photo was so happy.

    • “None of the sexual assaults are believed to have occurred on the UC Berkeley campus, police and university officials said.” But I understand they are looking into it, as they should.
