From the Contra Costa County Flood Control and Water Conservation District:
May 20, 2022, Walnut Creek, CA – On Thursday, May 19, 2022, the Contra Costa County Flood Control and Water Conservation District (District) removed the potential illicit discharge within the Walnut Creek Channel that was reported on May 9, 2022.
The discharge was located north of Civic Park in the City of Walnut Creek, near Civic Drive and Arroyo Way. The District has been coordinating with Kinder Morgan and Central Contra Costa Sanitary District who have facilities in the area. They conducted their own tests to exclude their facilities as the source of the discharge.
The District will continue to monitor this area for any reoccurrence.
Editor: When pressed to identify the makeup of the discharge, district spokesman Jason Quinones said it was “organic.” No mention was made on what, if any, potential harm the discharge might pose.
Organic. Hmmm, that narrows it down to carbon-based. Yoghurt, gasoline, a body? “Illicit discharge” just plain sounds bad. I cringed.
They’re unable to identify what it is or they won’t say what it is? What is a potential illicit discharge?
Sewage?

I have a problem with “potential illicit discharge”. It’s a small problem, I grant you. A discharge occurred. That is not in dispute. The discharge is not potential. If the licit or illicit nature of it is the issue, then it is “potentially illicit discharge”.
