Murder Charge Filed Against San Anselmo Man In Richmond Hit And Run

The Contra Costa District Attorney’s Office has filed a murder charge against a San Anselmo man alleged to have intentionally run down another man in Richmond on March 21.

Roman Gaelan Seabock, 20, faces one felony count of murder with an enhancement of an alleged use of a deadly weapon – a 1997 Dodge van – against 33-year-old Raul Morales Lopez, Jr.

Investigators maintain Lopez was walking his bicycle on a sidewalk on Hoffman Boulevard near Cutting Boulevard around 10 pm on March 21 when a van drove onto the sidewalk and struck him. Emergency responders pronounced Lopez dead at the scene.

Police officers in Richmond investigated the crash, collecting evidence from the vehicle, video footage from security cameras, along with witness statements. Based on those findings, Seabock was
arrested April 13 in San Anselmo. His arraignment is on April 15, 2022, at 1:30 pm in
Richmond.

The homicide was one of six investigated by Richmond police so far in 2022.
